Thinking about process

When the startup reaches to some points, people start finding it in chaos with so much change and uncertainty. We long for a little control over the company by thinking of implementing processes.

But it's not until recently I realize that there are two kinds of process people.

The first thinks about business outcomes and they build the process to achieve the outcome. For them, the process is to make the team understand what/how to do their job, which is just a mean to ensure the outcome as expected.

The other considers the process has its own value and the process itself is an outcome to attain.

On the surface, both of them seem alike as process-oriented people. But while the first is beneficial, the later is harmful to the company, especially in early-stage. Because they tend to force the team to follow the process rigidly with little knowing how the process may help them reach the business outcome.

But I am still unclear to some points (1) how to spot them in the interview? (2)how the activities they work on maybe different? Because the outcome is quite the same: a process?
